One fused concept, scored on novelty, feasibility, and call alignment — plus the forced combinations to avoid.
§3Redundancy resolution
Every duplicated aim, method, and facility, with a decision: keep A's, keep B's, or merge them.
§4Narrative & outline
A single story, not two summaries joined, with a section-by-section plan whose word budgets match the call's limit.
§5Joint workplan
Work packages with leads, tasks, deliverables, and dependencies — balanced so both groups genuinely lead.
§6Gap analysis
What the merged consortium still lacks: missing capabilities, unmet composition rules, and single points of failure.
